...To build a PC capable of playing most or all games at 1440p? Would $1500 cut it?

Yeah with 1500 you can get a 770 which should have no problem playing at that resolution. Maxing demanding games will probably take more though.

Vanilla probably but with mods it depends on how taxing they are.

I play Skyrim @1440p with mods. I have a 770 4GB, and it takes around 2.6GB of VRAM. If you mod it less, it would probably take less. For me, getting the 4GB version for $50 more was a no-brainer. If it was running @1080p the 2GB might be OK.

You should be looking at GTX 780's for $1500, unless if you're missing a lot of peripherals.

I'd say get a 650/750W PSU for plenty of room for upgrading.
