What would happen if you tried to format a PC's primary HDD?

The HDD that the OS is installed to.

Would it even be able to do it?

I believe, if you don't have appropriate permissions, it tells you you can't format your system volume.
If you bypass that? Your computer would crash and fail to boot next time you turn it on.

Well you can if your OS is windows and you format it with a Linux Distro on a USB stick
