when it first came out, the game has since had many optimizations made and modern day hardware should have no problem with it

I play GTA with KB+M. I tried playing San Andreas with a controller before, and it was a horrible experience.

Nowdays, nah. I play GTA IV on my not-so-good computer at 60 FPS (no more JUST because my monitor doesn't like more than 60 FPS... Screen tearing is NOT fun...).

I don't get flickering textures and shadows, neither any kind of slowdown.

I reckon that the game is horribly optimized, but with the right tweaks and patches, it can be a fantastic experience.
