GTAV couldnt come quick enough to pc

Agreed... Still considering the hardware, color me impressed. Looks substantially better than gta4 and while 25-30 fps on the 360 isn't great, its passable. Will be double dipping for sure.

Does this one have the same horrid texture artifacting of GTAIV? Basically if you ever look down at buildings from a helicopter, you will think your GPU/console is broken...

No. That has been fixed for the most part. The game does look much, much better than the console versions of GTA 4. The reason that the 360 version of GTA 4 had so many technical issues like the one you mention and horrible frame rate is that they added AA to smooth things out and the 360 can't handle AA on huge, detailed, open worlds. GTA 5 sacrifices AA to achieve smoother all-around gameplay.

Hopefully R* announces the PC version soon. I am building a beast gaming PC in November (looking @ 4670k/dual 4GB 770SC's) I would love to play this game in full 1080p/45+fps with AA...

just buy a PS3 or 360 and play it. you spent all that money on your PC right? PS360 is very inexpensive in comparison, no reason you cant buy

Kind of my feelings.

I'm playing the PS3 version and the framerate is taking some getting used to as well as the terrible AA. I'd stop playing right now if I knew a PC version would come out before the end of the year but we know that's not going to happen.
