All reference cards share the same holes but as soon as you get into custom pcb's and coolers you can pretty much safely assume no unless otherwise stated.

That's why there are usually different custom water blocks made for certain brands of cards.

Has to be the same PCB. That's difficult to figure out without having the two cards in front of you.
