Steam issue: Always preforms first time setup every launch of a game

I've Google'd the issue, but I was wondering if anyone here has problems with this. And if so, what is the recommended solution?

I think I had a similar issue last year. No game would start as a result. I ended up having to completely delete steam, including the steamapp folder, and installing everything again from scratch. Only do this as a last resort though, hope you can find a more mild solution.

Well my games start, so that's strange. They always perform first time setup though... Hmm. Wonder if I have a bummed steam install :-\

That's not a bug, Steam does it on purpose. There isn't any real reason why that people can tell, it just happens.

This was an issue?
My steam has been doing this for years now, whenever it asks if I want to continue with setup I just click no and the game starts. I just assumed this was normal

Definitely not normal. I do have a few games that always want to perform the one time setup but not all of them. Only one I can think of off hand is Deadlight.
