Seems like valve will be opening the door for people to use these proxies under the guise of a family member abroad.

Do you think that will be an issue

Are you trying to say that you can't live somewhere and have family in Russia? What are you getting at exactly? You can authorize a Russian computer to play your games or vice versa but only one of you can play ANY of the others games at a time.

He's saying that the tactic people used to use to get around region-locking (which is purchase a Russian key, use a proxy to log in from an IP address in Russia, then log back in) is now suddenly more plausible. Previously, if you logged into an American IP, then a Russian IP to redeem a Russia-only game 10 minutes later, it's a safe bet you're not in Russia and just using a proxy, and Valve can use that to punish you, if they discover it.

He is saying, but games on Russian account using russian IP address and share them to your american account and play from your american account.
