Are you trying to say that you can't live somewhere and have family in Russia? What are you getting at exactly? You can authorize a Russian computer to play your games or vice versa but only one of you can play ANY of the others games at a time.

He's saying that the tactic people used to use to get around region-locking (which is purchase a Russian key, use a proxy to log in from an IP address in Russia, then log back in) is now suddenly more plausible. Previously, if you logged into an American IP, then a Russian IP to redeem a Russia-only game 10 minutes later, it's a safe bet you're not in Russia and just using a proxy, and Valve can use that to punish you, if they discover it.
