Which websites/services allow me to use my full internet speed?

My internet speed is 32 Mbps and the only service where I have actually had that speed is when downloading something from Steam. So Steam is one service where I can use that speed. What are some others? If I hypothetically had an internet speed of 150 Mbps, could I actually take advantage of it?

Your speed depends on the server you are downloading from, network congestion and the quality of the lines.

Usenet (from Giganews) gives me a constant 100Mbits/second which is the limit of my connection.

Downloads from GOG are sometimes that fast as well.
