Looking to run Skyrim on decent settings including mods.

Well, I'm sure you could run some mods, but that's depends on your definition of decent settings.

Don't want to tell you how to spend your money, but I think you'd be better off waiting a few months until you can get enough cash to get a better rig.

I think I would be content with Medium graphic settings for the most part.

I'm going to have to save for a few months to save said build lol.

I'm not incredibly familiar with EVGA power supplies, but I seem to recall them being sub-par. I'd replace it with something from corsair if possible.

$20 Corsair CX430 V2 Series CP-9020046-US 430W Power Supply
http://www.tigerdirect.com/applications/SearchTools/item-details.asp?EdpNo=4278581&CatId=1078

For some reason PC Part Picker isn't picking up that great Tiger Direct deal on the Corsair 430 watt power supply.

Total: $487.46

This will tame Skyrim nicely.

Whoops. Sorry I didn't get back to you earlier. I have a 7950 and an amd phenom II x4 965. I have it set to High and Ultra at 1200p resolution. I do have AA and filtering off though. View distance is maxed and all water reflections are on. Most of the time I get 60fps but it can dip down to 30 when there's lots of detail that it needs to render. I haven't messed with the settings yet to get a more consistent frame rate.
