what gains do graphics cards usually have when overclocked?

for intel processors, if you oveclock by 15%, there's a 15% gain in minimum performance.

is this the same for graphics cards, or is it different? also, are amd and nvidia cards the same for overclocking gains?

Same concept, although having a separate core and memory clock muddies things up a bit.

so would it be a bit under or a bit over or just not exactly linear unless memory and core are both overclocked by the same amount?

Well the thing is certain games and situations may require memory bandwidth more than others and some that have no need for extra bandwidth may see no gains at all from higher memory clocks so it's going to vary.
