RCT3 has the most content but the bugs can be frustrating. Random crashes, worlds not loading if the file gets too big. I would still recommend it if you can get it on sale. You can also get the first game on GOG and it's a classic. Prison Architect is still alpha/early release so don't buy that unless you're willing to wait for the game to be finished. It does get an update every few months though.

The Settlers (from ages ago) was one of my all time favorite games that involved a lot of micromanagement but it kinda changed... From the recent versions, Settlers 7 is not too bad though. http://store.steampowered.com/app/901249/

Maybe Gnomoria? (I haven't gotten too far into it but it seems like it's already better than "Towns")...
