Help! got a weird problem with my laptop charger

so I have a Toshiba s855d and I've got this issue where the charger is plugged in, but it won't keep a consistent charge. it'll just go in and out of charging. looking at my battery icon, it seems like the charger is being plugged out then plugged back in again, but it always stays plugged in. Once I get it to a full charge (by shutting it off), it seems to stay on consistently, it's just when I have it on it seems to have this weird issue. Is it the plug on the laptop? or the charger itself? thanks in advance,..

If you have a multimeter, measure the voltage from the charger. See if it drops in voltage or stays constant.

aw, don't have one. but on my laptop it says it needs 19v / 3.95a and on the charger it says it's 19v / 2.37A.

does that kind of stuff make a difference?

Yes. The power adapter has a lower amperage rating so it's struggling to charge it. You need a power adapter that has an amperage rating that is equal to or higher than what your laptop requires.
