newbie pc gamer here... uh need some help with game purchases...

Went to Gamestop today and decided to buy my 1st pc game since probably the late 90s.

I saw Starcraft II new for 20 bucks. I always heard of this series and wanna try it out but there is this Heart of the Swarm card at gamestop for 55 bucks but I dunno if it comes with the original game and the expansion and it doesn't really specify.
I saw Star Wars the Old Republic special edition box for 5 bucks on sale.

And a bunch of other games too.
I would use Steam to download games digitally but I have a limited amount of gb space by my internet provider but online multiplayer is fine but downloading a 30gb game is not for me.

First, most games are not anywhere near 30GB. Most are between 3 and 9 at this point.

What you'll find if you go to buy physical games now is that most of them are just keys to download the game anyway, so you're really just buying a case with a code inside. You are going to be downloading games whether you want to or not. Games are SUPER cheap if you watch for online sales. I recommend checking this often:

You can buy a digital copy of Heart of the Swarm from Blizzard's website for $60 and it will include Wings of Liberty. If you prefer physical copies, then get them from Amazon.

Old Republic yes, but SC2 would install through the disk not download from an online client, which is TC's problem since he has a monthly data cap.
