Is this a console port?

Why do i get this feel that this is a console port when i play the game? I'm thinking couple reasons here;

One being the game can stutter when the frame drop from 73fps to 58fps, secondly, it blurs even with all blur related options off. I have to use the graphic scaling option to get to better crystal clear definition at 150% to 200%. This definition scaling feature happen to console ported games i know to get better ingame view. And PC native coded games would never need that except having the right screen resolution. Lastly this game should easily run without needing a beefy PC spec, just because the ingame environments isn't detailed as Crysis 3 even with Ultra preset graphic!

This all let me sum up this maybe a console port, someone might already know this? Bit of facepalm for me, but really, what's the deal here.

If you mean the other console ported games; Dark Soul and Saint Rows 3. I played abit SR4 but i can't remember it at the moment.
