Is this a good build?

No need to get so defensive, we're only having a conversation. I looked at your build and it says the 680 is $390 + shipping. There's that combo deal with the RAM which saves you $20 but that's not $363.
By my reasoning, a ~$400 GTX 770 and a regular ~$60 DDR3 1600 kit would make more sense, and the total would still be ~$460 for the video card and the RAM, like that combo.
Let me know if I'm missing something.

I'm getting defensive because you are not reading it right (still) and treating me like I'm a fool when you are the one making the error.

Look at that card AGAIN. Look at the column that says PRICE. NOT BASE PRICE. PRICE.

^ This should help.

See, you're getting defensive for no reason. I'm not treating anyone like a fool. If I thought you were a fool I would make it very obvious. I have noticed numerous times that you're easily ticked off, though, perhaps because of the nauseating tension this board is notorious for. Now you're getting worked up and using caps like I'm an idiot. So let's start over. I meant no slight, so let's all calm down.
Here's a screenshot of your build:

Does it read $393.98 under that price (not base price!) column or am I missing something?

That's really, really strange. I just went back to check the build, and it still shows the $363 I screenshotted, so the promo didn't end or anything. I have no idea why yours shows $393. I agree that if I was recommending a 680 for $393, it would be foolish not to get the 770 for a few bucks more. And hopefully you can see that based on what I'm seeing, I thought you were either intentionally trolling me or just reading it wrong.

It looks like mail-in rebates are not getting displayed at all on my end, that's what.

Yeah, but why is that?

There's an option to include it or not to the right when you're looking at the selection of possible parts. IE- Select Choose CPU (or whatever) and when the list of CPU's appear, to the right, where the filter options are, you choose to include MIR's in the price or not.

I kept everything the same (from Nicodimus) except for the PSU. A couple friends told me to get extra just in case if I ever upgrade. Added in speakers as well.

Or should I just stick with GTX 670? Is it a HUGE difference?
