Of course, as you can authorize several machines (at least for Steam, not sure about Origin, but I imagine it will work just fine on a new comp) - when you install steam and go to log-in on the new machine it will ask you to authorize the machine and send a auth code to your e-mail, once you enter that into the client you should be good to go and can re-download/install your full collection.

I would actually suggest just doing a fresh install of windows before selling your PC.

In that case you still retain ownership of your Steam account/games, they are bound to your e-mail account and username etc, if you buy a new machine in the future you will need to authorize that machine for your Steam account, but it will work. As others have suggested, you should uninstall Steam and Origin from your existing machine before selling it or another person will have access to your account (assuming you use Steam auto-login), and could get your account VAC/totally banned.

Depending on who you are selling to I would recommend you don't even include your hard drive. Anyone sufficiently equipped could try to look into what information used to be on the system.

If you do insist on selling the hard drive as well you can uninstall the game clients and all associated games and they will not be able to access them.

To add to that . . . if you want to sell the drive wipe it a few times.

To add even more to that:

If you plan to wipe your drive, CCleaner is probably the easiest to use drive wiper you can download.
