Yes, and as many times as you want.

And cloud saves will auto sync your games.

I use it a lot, I have it on my personal laptop, my desktop, my work laptop, and my parents computer. And let them sync with each other.

Unlimited in theory... probably 20-30 before they start wondering whats up.

Keep your username and password safe, and use steamguard with the email prompts. You can redownload from any machine and play on any machine. Only catch is you can only play on 1 machine at a time. There are ways to cheat around that but its against the ToS of course.

You don't have to redownload if all your machines are in the same room. Just copy the files over and then when steam boots up it'll check to make sure everything is there and it'll work. Sometimes it might go through the motions like it's going to download, but really once it checks to see if the file is complete, it's done.

Besides what was said, some games, in very rare cases this is, will have that stupid DRM that let's you install the game a limited number of times on different machine through out your history. Every DRM like this lies specified in the right column with the other features info.
Also always check below the System Requirements at the bottom since some games say it requires an "Service/Company" account to be able to play.
It's always in one of these two spots.

Also keep in mind when you log in on one computer it logs off all the other computers that the account is logged in on.

Cross-referencing with this can help too.
