Chromebook Google Docs offline questions.

When using google docs to create documents, you can download the file, if you lose the internet connection do you only have access to the files you downloaded? So everytime you update a document do you have to redownload it?

Debating getting my wife a chromebook for finances and budgets but it seems like it would be a pain if you ever lost internet, but I can only really test it using my pc, not sure if anything is different, or I'm missing something.
