Is it normal for a cpu fan to be somewhat loud?

I have a Cooler Master Hyper 212 EVO and I had to adjust the cpu fan speed in bios to level 2 out of 10 because it's just so loud. Even at 2, it sounds too loud. It's definitely the fan spinning, not a buzzing or anything like that. My cpu temp is definitely well within normal range so there's no reason for it to be so loud. I'm thinking about just buying a new fan but I would hate to spend the money and install it, only to have it be just as loud. My ear is a 3-4 feet from the computer, so it's close, but not that close. It sounds about as loud as an xbox 360 would sound if I were sitting that close to one.

If you say it's "too loud, " why would it matter if we say 'yes' or 'no'? If you don't like it, return it. Its normal, but that doesn't change the fact it's too loud for you.

I have a Hyper 212 Plus which is very similar but I don't find it loud. Definitely not Xbox 360 loud. Bigger fans are usually better, they have high CFM and don't need to spin as loud so unless your fan is always spinning as if the CPU is always on full load, loudness shouldn't be a factor. Mine usually spins around 1000 rpm on idle.

I have a 212 plus and my overall system is the quietest system I've probably ever owned. I have an NZXT Vulcan case with the fan controls turned down.

I even have an overclock with my cpu, 4.4ghz, and sometimes when I turn my computer on, when the screen hasn't come on yet, or the monitor goes black for saver, I'll have to turn around from what I'm doing and see if it's still on because I just can't hear it. It's wonderful.

Same deal as Boge, I just use two fans, the CPU fan and the back case fan that's less than a cm from the CPU fan and it's all the airflow I need for it to cool it well. Maybe it's your case that's not providing airflow well enough? Can you post idle and load temps of your CPU?

I've had it for a few months now. I was primarily using it with my TV, so I was pretty far away and the noise didn't bother me. I just purchased a 2560x1440 monitor and now I sit right next to my computer. So at this point, I can't return it. I'm just trying to find out if it's normal to be loud because it's a hassle to buy another one. I'm stationed overseas so sometimes I get my items in a week and other times I get it over a month later. My monitor took 40 days to arrive after shipping. I also didn't want to uninstall this one and then re-install another one only to find out that all cpu fans are somewhat noisy. But it sounds like that's not the case and I may have to buy another fan or learn to deal with the noise.

While just browsing GameFAQs, I was sitting at 28 degrees C and while playing Metro 2033 on high settings for a few minutes, it went up to 32 degrees C. My gpu got up to 58 degrees C, but it's definitely not making all the noise.

In my bios I set it to run at 50% speed unless the CPU hits 70c and I can barely hear it.
I've never seen it even come close to 60c.

I have an Evo in push-pull (two fans, both are the fans that come with an Evo) and my case is about 1 foot from my head, right next to me on top of my desk. Between the 2 CPU fans, the GPU fan, the 2 200mm case fans and the 1 120mm case fan, all I hear is a gentle whir when it's not under load. I hear a low to moderate whir when it's under full load. I never modified my thresholds, either.

It could be a bad fan or it could also be poor air flow causing your fans to spin up even when your CPU isn't under full load.

Does that fan just mount on to the Hyper Evo unit? If so, how? I believe the Hyper Evo fan clips around the main frame and the Cougar appears to need screws.
