CPU- i3 3770- 150$
Gpu- 660 ti- 200$
Ram- 8 ddr3- 70$
Psu- thermalake tr2 600w- 50$
Case- any for 30$
Mobo- cheap asrock or gigabyte- 75$

That's close and off the top of my head.

Still need windows though- 100$
And a monitor/ keyboard/mouse

I could do it for less than 500$ though all included.- except monitor.

APUs are good for getting somebody a base computer that is more capable than intel integrated graphics, while leaving the option for expandability later on.

No.
A low end Intel Integrated machine is better for that. APUs are for build-onece low-cost gaming PCs with little to no upgradeability and better performance and stability than intel integrated.
