if you install a FPS on an external hard drive, could there be lag?

Like would there be much time difference when you left click and when you shoot in game, compared to installing to your on-board hard drive?

Like half a second difference?

I see this:

Then this:

bump

Then I ask: why did you bump? Galfasanta answered you already.

The only games that MAY work with more lag by installing it on an external drive are the ones that stream data constantly from the HD (like Skyrim and Far Cry 3). And even so, only if your external HD is really slow (or your USB is 1.2 or something.

It will only be longer to load the game but during gameplay, like MarceloSampaio said, you won't notice lag unless it is streaming from the drive.

If it streamed any assets off the HDD there might be some pop in, possibly some stuttering.

It depends. Open worlds game certainly would have a lot of lag/pop in. Others would vary game to game.
