Can you have Steam running twice at the same time?

Family Sharing is a step in the right direction but, if I switch Windows accounts to someone else and try and run Steam, it won't do anything unless I've quit Steam, or logged off my main account.

Is there a /secondary command input to have it running twice? A separate launch location? Or is it some weird security thing?

Yes, but not on Windows without using a vm. The two simplest way to do it is to run the native steam application in tandem with the windows version, or to use chroots to run however many instances of it that you need.

Two people on the same PC, but switching Windows accounts instead of logging off.
