Is my Phenom 955 slowing me down

Seriously though, AMD is where it is at right now in terms of high end price/performance. Nvidia has the best overall cards, but you'll pay an arm and a leg for them.

Also, I gave you an opportunity to close the topic just now, but you seemingly didn't want to.

or is it my 460?

Should I get another video card or upgrade the CPU to get more FPS? Has to be one or the other right now.

Both.

460 a bit more than the phenom, seeing how I definitely notice a difference going back down from my 580 to my 5850, but upgrading your card will leave you bottlenecked. I know with my 580 I had A LOT of CPU bottlenecks that I don't get on the 5850, since the 5850 is a weaker card.

I'd wait another year (or, now if you would really like to) and then get a whole new build from scratch. I say a year because Id like to see the dust settle as far as "next gen" goes. But I can see why you would now, honestly.

In certain(Just one) games(At the moment, TF2), a 955 at 3.6 GHz bottlenecks a 9600GT.
An AMD CPU was pretty to look at a few years ago, but no more. Just throwing that out there.
Sell the entire PC for magic beans. That's my plan.
