Is there something like OpenEmu but for PC's?

OpenEmu is Mac software that basically lets you access all your video game emulators and 100%-legal backups of already-owned games, in one window, and one single GUI.

I heard RetroArch is good for Android, but I've never seen the Windows version.

There are frontends such as HyperSpin and Mala. These were originally intended for building custom arcade cabinets, but work great as frontends as well. Alternatively, you could use something like XBMC and angelscry's Advanced Launcher plugin, or just good old Steam big picture with custom launch scripts through AutoHotKey or AutoIt.

Mods are clueless when it comes to emulation. I pointed them to this device: http://www.retrode.org/

Which lets you play directly from the original cartridge and yet they kept talking about how playing backups is illegal even though no backing up is involved at all. I e-mailed a mod and he responded with the same line. I pointed to the website again and hadn't heard from him since. Not even after asking about it again a week later. They're really stubborn in this way.
