I have a few answers to this, depending exactly on what you want:
If you mean first game played on steam, that would be borderlands 1 on my brothers steam account.

If you mean first game downloaded on steam (on my own account), that would be TF2

If you mean first game purchased on steam, well, I never have purchased anything. I did get vouchers for a couple games though

First game on Steam was The Orange Box (multiple games, really, but meh). The first game I bought from Steam was Plants vs. Zombies, followed shortly by Bioshock, back in the 2010 Halloween sales. At the time, I was amazed that I'd gotten them for $5 each (50% and 75% off, respectively). Oh, how naive I was. These days, I'll see a $20 game go down to $5 and I'll still say "eh, I'll wait and see if it gets better."
"Could've" is a contraction of "could have." "Could of" is virtually never valid, and should virtually never be used. So don't.
