Can I use a partition to back up files before reformating?

I have everything on one drive, and would like to reformat without using an external drive. Would I be able to off load the files I want to keep on the partition drive, and then bring them back when I reformat?

Yes, just be careful not to delete/format that partition during Windows Setup.

So is it as simple as just reinstalling windows as usual, and then my partition drive will be there when I boot back up? And then I can just drag the files back to their old place?

pretty much

you just have to be really, really, really ****ing careful not to reformat/reinstall the OS onto that backup partition.

in the future, use a System Image.
