Question with PSU

If I have 500w PSU powering machine that only need 400w, does the PSU draw the whole 500w of electricity, leaving 100w power wasted, or does it only draw 400w?

It is not 400w either actually. The power bill you will feel also depends on the PSU's efficiency, just see if it has 80 Plus tag on it.
