Is Windows 8 with classic shell better than Windows 8.1?

You can try it out. It is free. If you no like, then uninstall it.

I thought you couldn't downgrade back to Windows 8 after installing 8.1.

I've used Win8, then Win8 with classic Shell, then Win 8.1, and promptly updated Win 8.1 to use Classic Shell.

So...

1.) Yes, Win8 with Classic Shell is better than Win 8.1 without Classic Shell.

2.) Win 8.1 with Classic shell is identical to Win 8 with Classic Shell, so that shouldn't be a reason not to upgrade. (If you have a different reason, that's another story.)
