As far as Windows goes:

7 > XP > 2000 > Vista

I can't recall whether 98 or 95 was better, they seemed to be about the same.

8 doesn't count because it's a tablet OS. And nobody cares about Windows ME.

If that makes or breaks your frames then you have more important things to worry about. Such as upgrading your hardware.

DOS clearly belongs at the top of any such list.

Lean, efficient, easy to script against, no annoying icons cluttering up the screen... it's an easy choice for me.

I'm still fond of Windows 3.1. It's probably nostalgia talking, but I remember that being the most solid OS I've ever messed around with.

Windows 8 kind of loses automatically. While some games run ~ 10% better on windows 8, some games don't run at all on windows 8. Windows 7 has far better compatibility with games than windows 8. Compatibility with all games > running some games ~ 10% better.
