If anyone is actually having this problem, The jump to high Pings usually the result of this happening is pegging out the upload speed of your provider... limit his upload speed to 1-10kb/sec and honestly he's not going to have any real idea. He'll download just as fast and I doubt he pegs out the download limit.

Tell him to limit the settings on his torrent client. The download cap shouldn't matter much, but most connections got like a 10/1 ratio between download and upload, so he should limit his UL to something like 40 kb/s.

Also limit the number of connections, something like 200 max for all torrents (or 10 per torrent) shouldn't be a problem.

I bet it's one of the above reasons (too many connections at once or UL not matching your connection's limits) that your inet craps out, because his client isn't properly configured.
So tweak around a bit with the settings so you can get a workable solution for both.

Just limit his Download and Upload amounts to a reasonnable quantity, it is very easy to do in Utorrent Preference -> Bandwidth tab. Limiting his upload to 20 kb/s should not affect his downloads too much and will greatly improve your performance. Download is all about your ISP service, but using a high speed internet I would say that 300-400 kb/s does not really affect my performance while gaming (can't say with shooters).
