280x is slightly higher clocked out of the box and has better tessellation performance.

Since it has 4GB vram i would think so, but i dont know if the card can fully use the 4gb or it is a waste of vram just for show.

Also do you think the price is right for the type of card??

The 770 4GB is not really worth it anymore, unless you already have one so you could SLI, go for the 290 instead of the 770GB.

The 770 2GB is a little better than the 280x and it comes with 3 free games.

Because 770 is 770, and the price markup for the extra Vram isn't a good value.

Because unless you have multiple monitors or are playing at high resolutions (above 1080p) then having all of that VRAM really doesn't do too much for you. Having 2-3GB VRAM for a single 1080p seems to be the sweet spot right now.
