defiantly the card, switching to low gives me fps in the 100's. nice to see amd's flagship card cant run a 10 year old game. just filled out a rma with sapphire, should i get a 780 or a 780ti?

If so, did it default to your integrated graphics

This sounds like what seems to be happening. Is your card even running? Check GPU load and clocks in AB/GPU Z.

well my monitor is plugged into my gpu, and not the onboard hd4600. so obviously this is not the case

card is at 100% and hotter then hell, this is an amd issue, after doing a little research, numerous people have the same problem in wow, view distance kills fps completely. Just filed an RMA, im just going to get a nvidia equivalent card, so i don't have to deal with all these problems

WoW performs poorly with AMD hardware, I got more FPS with a 660ti than I did with 7970s in CF, hell even with one disabled. AMD just runs that game poorly I guess

Yes, blame your problems on AMD. Feed them your delicious tears.

well, didnt happen on my nvidia card?

So....did it never occur to you that there might a.) Be a problem with the driver installation/version you're using or other software running on your machine b.) the card is defective? Do you honestly think AMD/Blizzard wouldn't correct such a major performance issue if it weren't an issue isolated to your machine/software?

VirtuMVP lets you run integrated through your graphics card or your graphics card through your mobo's video ports, among other things, and it came on either my mobo's or 670's install disc so it's not something you'd have to go out of your way to get either. This might be useful if you had an older gpu without a full size hdmi port but your mobo had one. I can't think of a situation where the opposite would be useful outside of "Does HD4000 run X game well?" but it's still a feature they offer.

I saw where you said your card was at 100% though so I can't think of anything else it would be. Good luck with the RMA, hopefully it goes smoothly. If you've got the cash for it a 780 would be faster after overclocking, but it's up to you whether or not it's worth the extra $100. The most bang for your buck would be another 760 provided your mobo supports SLI.

My single 7950 is usually around the 120 fps range max settings with a ton of crap going on the screen, gimme a break.
