how much better are these cards than my current card?

these cards are on sale via amazon. my current PC setup runs many games at max but not FFXIV so that would be cool to do.

if i can make do with the cheaper of the two cards that would be preferable. however i won't go with either if they aren't a big upgrade from my current card.

if it makes a difference my processor is an intel i5 2320 (3ghz). would i have to upgrade my processor in tandem with the card to prevent the card from being bottlenecked by processing power?

One thing I've learned over the many years of PC gaming, it's not worth spending the money to upgrade for one game. That one game is probably unoptimized and you'll never be able to run it the way you'd expect.

The processor should be fine, from what little I played of FFXIV the areas were tiny and sparsely populated compared to something like WoW or even a lesser known F2P game with seamless transitions like Eden Eternal or Imperfect World. If anything, you should be able to adjust your turboboost a bit higher if it's needed but I really doubt it.

the game is actually notorious for having awful issues with player congestion during certain events where hundreds of people are on the same screen trying to fight a non-instanced encounter. with that being said, let's consider this from a general gaming standpoint rather than as it relates to this specific game. would the video card *generally* be significantly hampered by the processor?

also correct me if i'm wrong but it seems like the more expensive version of the card has a built-in cooling system. i'd still prefer not to spend the extra money. do you guys think it's necessary?

No. MMO's and strategy games would be the worst offenders. Most other games will not be hampered by your (still quite good) processor.

Just get the cheaper card. The other may be better in its cooling but I doubt you will be one to go nuts overclocking so it won't be a huge difference and 50 dollars isn't chump change when looking at a 250 dollar card.
