out of the 97 games I own, I've probably bought about 5 out of a sale.

I rarely ever purchase a game at full price. Even when I purchase something that just came out, it's usually 10% off.

This was one of the reasons I never bought Skyrim (but got it gifted to me for december 2011 anyway so it all worked out)

I have about 300 and I'd say probably about 2/3rds to 3/4ths were on some sort of sale when I bought it.

Even brand new games, because often if you preorder you get like 10-20% off.

10% of my library, and that's at most, was bought at full retail. I seriously doubt I paid full price for 20 games.

The first games I bought on Steam were TF2, Rome: Total War, and Jade Empire. I'm 99% sure the rest of them were from sales.

Probably around half of them were from sales. I don't intentionally wait for sales on games I know that I really want.
