Heard you can overclock the 290 to the 290X capabilities. Is this true?

Also is it better to get the 280 or 280X over it?

Yes.
It's not overclocking, it's unlocking via bios flashing to enable the full 290x specs.

It will not work on all cards though.

Basically the 290 and 290x uses the same gpu, where the 290 has some of the stream processors disabled via bios.
If you are lucky the locked part will be fully working.

In chip manufacturing it's cheaper to make one chip design and the ones which isn't fully working gets re branded to something lower. That way the hardware isn't wasted.

So far on some brands it's more successful then others, while some it don't work at all

Similar things was possible on the nvidia 6800 series of cards using a software mod.

About the 280/280x I dunno as I'm not into Amd cards and don't follow their naming schemes and hardware too closely.

The 280 and 280x are rebrands of existing cards, like the 7970.

I heard that the only brand this actually worked on was PowerColor, and you should avoid their GPU's like the plague as they have the worst product quality in the business.

XFX and apparently Sapphire of late have also been unlocking.
