Monitor issue??

At my dads house and his monitor while on the desktop, makes a strange static like noise and the screen shakes. When I open a window, be it a web page, application, folder, game....etc the noise and shaking stops.

I tried removing anything that would cause interference, unplugging the monitor, messing with the resolutions...etc nothing works. As I type this message, there is no noise, but as soon as I close this page and go to the desktop, I get shaking and that noise again.

Anyone know what would cause this?

What kind of monitor is it?

If it's a CRT monitor it could be stuck in a degauss cycle. I don't know why. Might be time to replace it.

ie try going to a fullscreen picture of all black, and then to a picture of all white

not sure. I will have to try it out the next time i'm over there. I read about degauss on google yesterday. There were no options on the monitor to release the build up.
