BIOS/Overclock question?

So if your CPU multi is locked, you can increase the clock speed via the FSB, right?

I'm just curious why teh option isn't portrayed in my Grandma's laptop. I removed some viruses and just randomly went in the bios when I restarted her laptop, and I saw the cpu frequency which was greyed out, but no option to raise the FSB.....why? It's a acer aspire 5750-6421 btw.
Console peasants don't know what they are missing out on. There is simply no reason albeit cost (which is debatable) that one should not be playing on PC.

Prebuilt desktops and laptops have their BIOS locked against any kind of overclocking.

I just wanna say, jumping straight from a topic about Bioshock to a topic about BIOS is really disorienting.
