Will I be fine running a non x 290 w/ a 650w PSU?

Yup. With lots of overhead for overclocking.

It would be best to get a non-reference cooler.

Right. So, if you can wait, it would be best to get a non-reference cooler.

I know this sounds odd, but doesn't 290x need less power than 290 (non-x)?

I was interested in picking one up myself so I did the math on it, using a 290 with my 670 as a PhysX card would have been about 600w max, just a hair under, if both were at full load, though I don't think using it as a PhysX card would have brought it to full load.

E: This was with an OCd 3570k, one HDD, one SSD, and a 670FTW, plus a reference 290.
