Not "effectively", no. In practice it does not effect much of a performance hit.
I would still recommend getting 2x4 instead of 1x8 every time, barring other considerations (such as if a motherboard only had two DIMM slots and you had a mind to upgrade to 16 GB later, then buying 1x8 now and 1x8 later makes more sense).

I'd get a 7850 or 7870 over the 650 personally.

I'd definitely suggest a Radeon 7850 / 7870 over that.

Ok but i heard only nvidia supports physx? Is that a big deal? Can radeon also do that? Are there other benefits of nvidia?

nVidia owns the PhysX technology, so it's exclusive to nVidia cards.

Ok but i heard only nvidia supports physx? Is that a big deal? Can radeon also do that? Are there other benefits of nvidia?

Shadowplay, better 3d support.

I think you kind of have to get say GTX 760 level before you get an appealing price/performance ratio with nVidia at the moment though.

Spend the extra dollar and get Z87 board and 4670k, you're running emulators

The GPU and PSU are fine. Someone already said get 2x4GB RAM.

18.5" monitor is really tiny IMO

And some inexpensive speakers for decent sound
