On a Mac you'd simply use bootcamp by following the dead simple instructions it walks you through. On a PC you'd find a forum that specializes in that sort of thing and do some reading about hardware support. Getting in depth here will pretty much get you modded

Wait, what? Is dual booting not legal? This is the first I've heard of this.

Violating the license of software is against the ToU of this site. Legality is irrelevant

What if you were dual booting a licensed copy of windows and something free, like Unix? Is there seriously something in the Windows license that says you can't dual boot?

Dual-booting is legal but running OS X on non Apple hardware is against their license terms.

It could just be a Mac with Mavericks and he wants to dual boot with Windows.

Anyways, put Windows 8.1 in the USB and just run boot camp which is preinstalled in OSX.

And you have the option of using a virtual machine (VMFusion, Parallels).
