I don't know how much longer I can wait. D: Also, will the non-reference cards cost more?

not yet. the regular 290 is expected maaaaybe by the end of december, probably january. I'm most likely going to pick up a 4gb gtx 770. Less powerful, but much more reliable design. Kinda disappointed with amd on this one. Could've been a great card for the holidays.

So what's the next best thing that I can upgrade to from my 7850 2GB? In terms of price for performance budget. I have $540.

This is pretty much the reason why I got rid of my 770 about a week after I got it. There's a good reason why the 290 has a 512-bit bus even though it also has 4GB of VRAM.

R9 290(x).

I suppose the non reference models will run a little higher than reference ones, which are hovering around $550. If you don't want that, then the 280x (7970s) would probably be good. Around $340ish, give or take.

Should I just pick up a Sapphire Radeon R9 280X 3GB TOXIC along with a newer PSU?

I think 280xs are all sold out and the prices are jacked up. By the time they're back to normal nonref 290s should be available.
