How to transfer all Steam games from one HDD to another?

Just move the steam folder to your new hdd. Then delete all the files except Steam.exe, the steamapps directory and the userdata directory.
When you run Steam.exe it will download and reinstall it self to the new location.

I've done this a few times before when changing harddrives. Only Skyrim and all the mods gave me some problems.

I'm not sure why the mods didn't work, but the entire nexus mod list was empty after I moved everything, so I had to re-download the mods.

You could do a backup of Skyrim and all the mod related stuff before moving everything.
