Is it possible to make a mini-itx PC for cheap? Like $300 or less?

I'm selling my desktop computer for something small, no noise, and not for gaming since I no longer have time for it. Music, movies, torrents, typing documents, random college work, and minor coding like Codecademy and VB. I already have a monitor, windows 7, KB and M and speakers. So where do I start?

OK maybe that wasn't what I wanted. I want to build a really small PC that is very quiet.

of course though

I would start with FM2+ and I would wait until February, AMD has some very inexpensive and high performance APUs releasing

Maybe I can just get a chromebook and an extrenel HD and just attach it to my monitor.

Those nettops that fuzzyman linked to are actually pretty good machines. I use one of the Asus boxes as a HTPC for the upstairs game room. Handles 1080p streaming from my NAS without a problem, so I don't see why it wouldn't do what you posted.
