System requirements =/= Recommended system requirements
PhysX is not well-optimized for single cards, especially on high.

Physx is quite demanding, even on my system with 2 670s, you might want to turn it off, or at least to a lower Physx setting if there is any. Having an Nvidia card means that you can run Physx, running it well is another story all together

You have the requirements to play it well but not at max in 1080p it seems.

Your CPU is a bottleneck. My single GTX560nonti is a huge bottleneck for my x3220(Q6600) at 3.2Ghz. I can't imagine what you're going through with your Q9300 with a lower clock speed and lower amount of cache with an even stronger card.

Turn off PhysX or lower it from high for Borderlands 2? Have fun walking through an empty room the whole way through the game.

Your CPU isn't very good. You should upgrade to an i5 4670k. You will need a new motherboard but it will be worth it. The LGA775 CPUs are out of date and you won't be able to run anything on high settings.

Lol ddr2 ram. You need a new mobo, ram, and cpu.

Going from DDR2 to DDR3 wont make much of a difference

Just put PhysX on medium. It's not a huge difference visually.
