what exactly is steam?

from the wiki page
Steam is a digital distribution, digital rights management, multiplayer, and communications platform developed by Valve Corporation. It is used to distribute games and related media online, from small independent developers to larger software houses. In October 2012, Valve expanded the service to include non-gaming software. Steam provides the user with installation and automatic management of software across multiple computers, as well as community features such as friends lists and groups, cloud saving, and in-game voice and chat functionality. The software provides a freely available application programming interface (API), Steamworks, that developers can take advantage of to integrate many of Steam's functions within their software products, including copy protection, networking and matchmaking, in-game achievements and micro-transactions, and support for user-created content through Steam Workshop.

Also, Ys games are really not that demanding and you should have no trouble running it.

It's basically a DRM client for computer games. There's Steam, Origin, Uplay, etc. All the games you buy are linked to your Steam account. Steam has sales all the time, and 2 major sales (winter and summer) with smaller sales (spring, autumn, and holloween.) You can purchase game codes from other websites; Humble Bundle, GreenMan Gaming, etc. They will give you a Steam code which you can redeem on Steam.

Sorry i asked wrong. I mean is it a website or do i have to download something?

If its a download, its pretty much like itunes/app store?
Log in, buy the game and it downloads.

It's a website and a program.
You can buy games through the website even on a computer where you don't have the program installed, but you need the program to actually download, install and play the games.
So it's not quite like iTunes, but similar.

Why don't you go to the website? It's not hard to figure out.

There is absolutely no doubt that your tablet will run Steam. You just have to be careful not to buy games that your tablet can't run properly.

Don't buy it just yet. Wait till next week when the big steam sale starts and then keep an eye out for the game to go on sale.

You can do one of three things:
1) open a command shell (or use the run command from the start menu) and type in dxdiag (and then hit enter)
2) since you have a surface 2 pro, look it up online
3) download a program called "speccy" which can tell you everything that is in your computer. (speccy download: http://www.piriform.com/speccy/download )

Right now the easiest thing is just to google it, and google says
Processor: Intel Core i5 4200U
Graphics Adapter: Intel HD Graphics 4400

So when you're looking at the minimum specs, if it's more than a Intel HD 4400 then you're in trouble... but you're fine for the Ys games and probably most indie games as well.

DirectX usually means that your OS and graphics card have to support that level.. but the HD 4400 says it'll support dx11 so you probably don't have to worry about that. The game requires DX9 and you're well past that.

Sound, well, you shouldn't have to worry about that either... Sound cards didn't rapidly advance in technology like video cards did so just about any on board sound is good enough.

Ys Origin has a demo, just download that and see how it works for you.
