I'd prefer to stay under $200, but if that price range is a "why even bother" type deal, I can save up for one of those $300-400 ones.

You can find one that will be acceptable maybe...but i don't know if I'd call it good... in fact the last cheap monitor I bought lasted me about 3 years before it started acting up... and it just died earlier this year (so 4 years). Most of that is probably due to crappy capacitors though...

really I think it depends on your definition of good.

i picked up a dell 24" for $100. it might not be a superawesomeridiculous elite gaming monitor, but for that price i couldn't ask for more, except maybe an hdmi port. it does everything i want it to do so i have no complaints, and the no hdmi issue was solved with a simple $5 adapter.

I got my 23 inch Asus monitor for 150. Love it.

I drove out to MicroCenter and got a refurbed 23" with decent specs for $130. Good deal, they have a pretty good refurb policy if it has issues.

might I also add that the asus also has 2ms response time and is 23.6 inches. CHeck pcpartspicker for the best price
