A computer running SteamOS can only run Linux games.
However, if you have a computer running SteamOS and a Windows computer, the SteamOS computer will be able to run the games remotely on the Windows computer and stream the game to your SteamOS computer.
Of course your Windows computer will have to be able to run the game competently.

Yeah, really. It sounds dumb.
We're Americans! We don't quit just because we're wrong.
We just keep doing the wrong thing until it turns out right.

the same reason you might stream to an nvidia shield, to sit on your couch and play rather than at a desk and play.

Out of the box, a steam machine will have steamOS that will let you do two things: play Linux based steam games and stream games from another PC.

If you want to play Windows based games on a steam machine, you will have to install Windows on it.
