Is this a decent low budget build?

From ecollegepc. I don't really know my way around gpu's so tips would be nice. I'm not looking to run all modern games ultra settings 1080p. I'm actually quite fine with 720p.

I would like it to be under 600$. Even cheaper is better. I'm looking to run games like resident evil 6. Am I better off waiting for a steam machine release? A lot of the games I want to play are windows only; so i suppose id be able to install windows on it

I recommend waiting for a steam machine and speccing it out.

No, it's fine. Try looking to see much more a 650 would cost instead of a 640.

Even the 650 is still junk. Get a 650 Ti at a minimum. You can always get a base tower too and get something like a used 460 on ebay or something.

That's really pricy for what it offers, in my opinion. I would never go below a 5 in Geforce series. For example, 6 5 0 as opposed to 640. Best bang for your buck is typically the 6 series, as in 560ti (but its a bit dated now) 660ti and 760ti (but thats a bit out of your budget.)

Also, with 4 gigs of ram only being about 40 bucks, there really is no reason not to have 8gb.

Get the 1gig 650 over the 2gig 640.
The 640 isn't powerful enough to warrant 2gigs and ddr5 is better on a gpu than ddr3.

And thinking about it further. If you can wait a month and check out the new AMD Kaveri APUs, they should be pretty solid for 720p gaming.
