Still trying to remember a game...

it was an old PC game with futuristic racing. The closest game I've found to resemble it is Megarace 3, and it actually had a similar formula. Between the races there were funny pixar-esque animations, but not that announcer-dude.

The races, if i recall correctly, were largely tunnel-races, and you could race on the walls/ceiling for a good portion of the time.

It's somewhere around XtremeG/Megarace3 in terms of visuals, but if memory serves it was an 8bit color game (256 color mode)

Not talking about Ballistics, are you? It was pretty much tunnel races, let you race on walls and stuff, etc. Don't think it was limited to just 8-bit color tho...

Similar, but there were other racers onthe track with you, and there were cutscenes with silly animations between the races.

No, the vehicles were more closely related to those in Megarace 3, kinda like the vehicles in F-Zero.

Are you sure it was PC? It sounds a lot like Starwinder for PS1, both tunnel racing and silly Pixar cutscenes.
