Clearly attempting a blood cooling system and had a leak in the loop.

Haven't done it in a long time (since I got a house with a basement now) but a bit of cloth always helped in the past.

Just use that cleaning fluid you usually use to remove thermal paste. Let it dry before you switch on your PC again.
